- Preheat oven to 375°F (190°C) and grease a muffin tin.
- Cook ground beef or lamb in a skillet until browned; add onion and sauté.
- Stir in tomato paste, beef broth, Worcestershire sauce, and flour. Simmer until thickened, then add mixed vegetables.
- Press biscuit dough or puff pastry into muffin tin cups to create a base.
- Fill each cup with meat mixture and top with mashed potatoes. Sprinkle with cheese if desired.
- Bake for 20-25 minutes or until golden brown. Serve warm.
