Bring a large pot of salted water to a boil and cook the rigatoni until al dente. Reserve ½ cup of pasta water before draining.
Heat olive oil in a large skillet over medium-high heat.
Add the sliced smoked sausage and cook until browned on both sides. Remove and set aside.
In the same skillet, cook the onion and bell peppers for about 5–6 minutes until softened.
Stir in the garlic, Italian seasoning, and smoked paprika. Cook for 30 seconds until fragrant.
Pour in the chicken broth and scrape up any browned bits from the pan.
Lower the heat and stir in the heavy cream. Simmer gently for 2–3 minutes.
Add the Parmesan cheese gradually, stirring until the sauce becomes smooth.
Return the sausage to the skillet and mix well.
Add the cooked rigatoni and toss until evenly coated. If needed, stir in reserved pasta water to loosen the sauce.
Taste and season with salt and black pepper.
Sprinkle with chopped parsley and extra Parmesan before serving.
